Power - Luthor wants to become a god. To him, this is a perfectly reasonable goal - and, in a universe like his, it may not be so insane. Failing that, he wants to take over the world (OF COURSE!) and use it as a power base to take over the rest of the galaxy. Insert evil laugh here.

Superman - Of course. Luthor is obsessed with Superman - has been since he was sixteen. He wants to kill him - both because he's an obstacle to his plans for world domination and because of his more personal reasons.
Superheroes in general - and pretty much anyone else prone to interfering in his plans.
Failing - Luthor has always been unusually smart, and he's used to life coming easily to him.
When it doesn't, he doesn't know how to deal with it.
strengths;;
Intelligence – Luthor is a genius. Dear Lord there are a lot of geniuses in the DC universe.
Determination- This one can be either a strength or a weakness. It should be pretty obvious, after a couple attempts, that the chances of him actually killing Superman are kind of slim. But he's never going to give up, no matter how many times he's defeated, no matter how many times he gets sent to prison, no matter how he winds up hurting himself in his obsession.
MacGyvering – It's probably not a good idea to let him get his hands on any non-essential objects if you're trying to keep him locked up.
Wealth – . . . he has a lot of it.
Persuasion – he's capable of presenting a charming and polite façade to the world, hiding his obsessions and his greed.
weaknesses;;
Emotional weakness - as mentioned above, Luthor never really learned to deal with or plan for failing at anything. It means if one part of one of his plans gets screwed up, the rest of it tends to come tumbling down. Won't stop him from trying again shortly, though.
Arrogance – which leads to a number of gaffs including assuming that Superman couldn't possibly guess who he was under assorted aliases and disguises and of course the ever-popular “And before I kill you, let me explain all my plans to you in great detail. With diagrams if necessary.”
No powers – in a world where his enemies can juggle mountains and take bullets to the eye without flinching and his allies can put entire cities in bottles, that puts him at something of a disadvantage. The other non-powered players in the superhero game tend to be, like Batman, in incredibly good physical shape, and while Lex isn't out of shape, he certainly has no chance against Batman or practically any other superhero in a physical fight.

Talking to inanimate objects - When alone or in presence of people whose opinion isn't important to him, he's prone to talking to himself or to statues or whatnot. It's not that he's insane – he knows he isn't going to get a reply. (Well. Probably he isn't. This is the DC universe; stranger things have happened.) He'd just rather be able to bounce ideas off of someone who isn't going to reply.
Fakeness – (is that a word?) There's a number of very obvious differences between his public persona, the reasonable if bland businessman who regrets his youthful crimes, and the way he behaves when stripped of the façade.

overall personality;; As mentioned above, Luthor very carefully presents a performance to the public that has very little in common with who he really is under it. When he wants to or needs to, he's perfectly capable of being charming, erudite, and reasonable. He very rarely wants to, but in his constant quest for power and money, he almost always needs to.
Underneath, though, he's obsessive and petty, prone to crude insults, eccentric in his manner and excessive in his wants. While he doesn't go out and murder random people for the sake of it, neither does he have any real scruples about casually killing anyone who gets in his way so long as it can't be traced back to him. Superman is the exception to that first statement – he doesn't want to kill Superman just because the hero is interfering with his plans, he wants to kill him because he wants him dead. He'd want that even if Superman lost his powers and gave up the hero business.
Luthor believes, at heart, that he's smarter than anyone he could possibly encounter. While he might occasionally wish that there was someone as smart as himself with whom to discuss his projects, he quickly makes an enemy of anyone who shows signs of being anywhere near as intelligent or as powerful as he is, because it might be lonely at the top, but at least there's no one there to push you off.

Lex was born in Metropolis to parents with high expectations. In their eyes, he was going to be the hero. What parent expects anything else? But maybe they expected a bit too much perfection out of young Lex – no child is a saint, after all, and Lex had a taste for mischief. When he grew older and rebelled against his parents, he was something of a hoodlum and a bully. His parents, perhaps taking the same unfortunate views on any failing as the adult Lex would, gave up on him and deciding to have another child. They moved out to the country – to Smallville – with Lex and their young daughter, Lena. There Lex first encountered Clark Kent. While Lex certainly didn't think, like Lana Lang, that Clark Kent was Smallville's own celebrity Superboy (what a ridiculous idea!), he did think Clark was smarter than he let on. Lex decided he liked the farmboy, and they became friends, after a fashion.
One day when he was fifteen, Lex came across Superboy, lying on the ground in agony from a piece of Kryptonite the Boy of Steel had come across by accident. He rescued Superboy from it, and in return Superboy – recognizing Clark Kent's friend Lex – built a laboratory for the aspiring scientist.
This was probably a bad decision. Lex was certainly pleased with it, and spent a worrying amount of time holed up in the lab. Whenever he could spare the time – which was often – Lex would be experimenting with strange chemicals and making strange discoveries, often working for days and not pausing for sleep. One of his strange discoveries was the secret of life. Not very complicated life, perhaps, but life nonetheless, and Lex thought of it as his child as much as his greatest discovery.
But when you haven't slept or eaten in days, accidents tend to happen. In his excitement, Lex knocked over the contents of a shelf behind him, spilling the contents of the vials on it. The chemical reaction started a fire in the lab, destroying Lex's experiment. Superboy happened to spot the smoke and managed to pull Lex himself out of the the ruins of the lab. Lex, his clothing singed and his hair gone, swore at a rather confused Superboy and ran from him. He blamed Superboy for the destruction of his experiment – not to mention Lex's own survival.
Lex disappeared for the next week, out of his mind with grief. His parents couldn't find him. His beloved sister couldn't find him. Superboy couldn't find him. And then he reappeared, skinnier and grimmer than he had been before. He refused to provide an explanation for his disappearance beyond that he needed some time to recover – which was the truth – but he did apologize to Superboy for his behaviour.
He bided his time, behaving himself unusually well for the next few days. One day he found Superboy and told him that he had discovered some sort of alien spacecraft in a field. He led Superboy into a Kryptonite trap, beating the weakened hero and shouting him.
As it turned out, he had set the trap far too close to the road. Lana Lang heard the shouting, recognized Lex's voice, and came to investigate. When she saw what was happening to Superboy, she hit Lex in the head with a stick and cleared the Kryptonite meteors away from Superboy.
This wasn't the last of Lex's attempts on Superboy's life over the next year, the others were significantly more cautious, often taking the form of sending other villains (or, indeed, other heroes) against his enemy. During this period, the Luthors did their best to distance themselves from him, moving from Smallville and changing their names to 'Thorul.'
A little over one year after the accidental destruction of Lex's lab, Lex turned up at the police station and turned himself in to serve the sentence he had been evading for the past year. He got an unusually short sentence due to his age, and that was the last anyone heard of Lex Luthor for the next seven years.
When he got out of prison, he patented a number of his inventions and created a company (LexCorp) named after himself. He quickly became very, very wealthy and powerful – and it's only a matter of time until he feels secure enough in his power to move against Superman again.
TL;DR Lex was a young mad scientist who was friends with Clark Kent, he lost his hair, he went mad, he became an evil CEO.

Waking up, for Lex Luthor, is usually a slow gradient from dreams to reality. Parts of his mind are already bubbling with ideas, strange circuits and alien architecture forming in his brain. They are invariably brilliant ideas except for the part where they rely on such assumptions as '1 + 1 = 3.1415' and 'fire is cold.'
This morning, however, there are no half-formed inventions floating in his head by the time he's fully awake; his eyes snap open and that's it, he's awake.
He's not in his own bed – not the one at his house and not the one at the lab. The ceiling is the wrong colour and the temperature is all wrong. He hurries to get to his feet, expecting an attack.
As it turns out, he's completely alone in the room. He roams around, checking behind things and under things. Everything is apparently of the highest quality, and yet nothing has any identifying marks on it, no brand names or tags. The closet is filled with white, high collared coats and pale shirts and pants. His eyes narrow at that one; the fact that he's here isn't an accident. Someone prepared this room for him. That they were concerned with his comfort is possibly a good sign, but the careful choice of clothes all mimicking his own style strikes him as a trifle too attentive to that. He'd rather be captured by Communist agents than by some sort of crazed stalker.
He's a little surprised when, in the name of thoroughness, he tries the door and finds it opens easily. Outside, it looks more like the hallway of an expensive hotel than any sort of Communist prison.
Lex hasn't been so baffled in years.
